Why would some advertising company want to buy blogs/sites that have high traffic?

They want to purchase ad space in a place with high traffic, because high traffic = high visibility for thier ads, and a high likelihood that someone they would like to get thier advertising message out to would see the ad, and investigate by clicking the ad or going to the web site. As far as the changes to the blog content, appearance, etc. that would depend on the contract with the ad company at the time of purchase.
Usually the blog owner offers designated ad space for certain prices. It is usually up to the owner to decide what the limitations are on an ad. So they should have full control over their site and are not forced to put any weird designs up or anything like that.
