Why are posted pictures always paler on blogs and social networks than the original?

Online forums such as blogs and other social networks conserve space on their servers by compressing the photos. As you know this takes from the quality of the photo. This is what i do to avoid such problems.
Follow these directions to make a picture file size smaller.
Go to Start…Programs….Accessories….windows Paint and open the picture (File Tab..Open) you want to resize.
Windows paint will show you the true size of the photo…from here you can make it larger or smaller.
Go to the “Image” Tab and select “Resize and Skew”
Under Resize
type in 50 for Horizontal and 50 for Vertical and click OK
Keep doing that till the picture is the size you want.
When your happy…select the File Tab…then the Save As Give the Picture a new name and make sure you select Jpg for the file extension(save as type).
Now upload the photo to your sites and they will look clearer.
